Water Treatment Plant
Mission Statement:
The City of Franklin Water Treatment Plant endeavors to exceed the citizens’ expectations and government standards for quality drinking water, and to ensure an excess quantity for fire, domestic, and commercial use.
The City of Franklin Water Treatment Plant was built in 1985 as a conventional surface water treatment facility. It receives raw water from the intake facility, circa 1975, located on West Fork Drakes Creek. Drinking water is produced 365 days per year. Although the treatment plant is designed to produce 5 million gallons per day (MGD), the water withdrawal permit is limited to 4 MGD. The average drinking water produced is 1.7 MGD. Public safety is our priority when producing our high-quality drinking water, therefore we adhere to the strict requirements of the Kentucky Energy and Environment Cabinet (EEC), Department of Environmental Protection (DEP); specifically, the Division of Water (DOW), Division of Compliance Assistance (DCA), and the Division of Waste Management. also, we are regulated by the Cabinet for Health and Family Services (CHFS), Department for Public Health (DPH), Division of Prevention and Quality Improvement, Health Care Access Branch, Kentucky Oral Health Program (KOHP) to provide safe fluoridated drinking water. As we strive to continuously improve, we challenge ourselves by voluntarily committing to even more stringent limits dictated b EPA's Area-Wide Optimization Program (AWOP), in which we have participated since the training initiative in 2002.
The daily activities at the water treatment plant primarily involve collecting samples from various stages of treatment and analyzing them for numerous analytes. The results yield valuable information on the treatment process and guide the operators' treatment decisions. Additionally, operators travel throughout the distribution system daily to collect chlorine residual samples to verify disinfection, twice monthly to collect bacteriological samples to confirm disinfection, and quarterly to collect disinfection by-products (DBP's) samples to ensure the compounds created, by using chlorine as a disinfectant, are not a health hazard. There are many other samples collected to keep us abreast of the quality of the drinking water thereby ensuring confidence in its safety and palatability.
